Efforts at reforming Africa’s civil and public services begun in earnest in the 1980’s. The emphasis of the reforms shifted from a predominant concern for macroeconomic policies to managerial and structural changes within the civil and public services and public sector as a whole. These changes saw the introduction of result oriented management (ROM).
